Synopsis
Terrorism is the deliberate injury or killing of noncombatants—civilians, innocent bystanders, military personnel not involved in a conflict—for the sake of influencing other persons, such as political figures or citizens, for political purposes. Counterterrorism is any effort to prevent terrorist acts. Tactics used in counterterrorism include intelligence-gathering, blocking funding sources, arrests, military attacks on facilities used by would-be terrorists, and more. The United States and many other countries have developed a wide array of tactics, policies, intelligence units, and special military forces to deal with terrorism. These tools have been greatly enhanced since the terrorist group al-Qaeda waged large-scale, coordinated attacks on the United States on 11 September 2001, and the United States' subsequent declaration of a "war on terror."
